  1. In the UK 1967-90, an amount of money made
  2. available annually by central government to
  3. supplement rates as a source of income for
  4. local government; replaced by a revenue
  5. support grant (see poll tax). It consisted of
  6. a resources element, giving help to local
  7. authorities with small resources; a needs
  8. element, based on population size; and a
  9. domestic element, to reimburse local
  10. authorities for rate reductions for domestic
  11. ratepayers. From 1979 the system was used as
  12. a method of curbing local authority spending
  13. by reducing or withholding the grant. Already
  14. in the 19th century the government was giving
  15. such help -- by 1888 grants accounted for 14%
  16. of local revenue - and in 1929 the system was
  17. formalized, a block grant replacing various
  18. specific grants. This was modified 1948
  19. (exchequer equalization grant) and 1958 (rate
  20. deficiency grant).
